Owner Daniel Levy does not want to sell the player, especially to another English club, but would demand about £150m if Tottenham are pushed.
Manchester United, Manchester City, Chelsea and Real Madrid have been linked so far.
But Stamford Bridge is looking like his likely destination with the other clubs more interested in signing Erling Haaland from Borussia Dortmund.
Although Chelsea wanted to bring Romelu Lukaku back from Inter Milan, Kane’s desires may change their priority.
